India decides not to adopt a safeguard measure against coated paper imported from Korea

1. Based on the results of the investigation on coated paper imported to India, the Indian 
government announced its decision not to adopt a safeguard measure against coated paper 
imported to the country as they do not harm the domestic industry.

 ㅇ The government of India initiated the investigation on April 20, 2009 and implemented a 
    tentative safeguard measure of 20% on April 24, 2009. The Korean companies that were 
    investigated included Hansol Paper and Moorim

2. Coated paper exported from Korea to India reaches an annual amount of 25 million USD. 
The Indian government’s decision is expected to enable Korean companies to save about 
50 million USD and about 500 million USD worth of coated paper to be imported into the 
Indian market.

3. It is viewed that the Indian government’s decision is the outcome of the concerted efforts 
made by the MOFAT and Korea’s papermaking industry in continuously persuading the Indian side.

 ㅇ Ever since the investigation was launch, the MOFAT has intercepted in it by expressing to 
    the Indian side the injustice in adopting a safeguard measure, which led to the postponement 
    of the 20% tentative implementation of duties, submitting a letter on the Korean government’s 
    position (May 19), dispatching an import control countering team to India (July 6) and making 
    requests on the occasion of the Korean-Indian Ministerial Meeting (June 24) and Trade 
    Ministerial Meetings (April 27, August 7, October 24).

 ㅇ The Indian government stated that the sudden increase in amount of coated paper imported 
    to India has not had a negative effect on the country’s domestic industry, which has been 
   the MOFAT’s position all along. 

4. The Indian government also decided not to adopt safeguard measures against non-coated 
paper, linear alkyl benzene (LAB) and acrylic fiber, which had been under separate investigations.

5. The MOFAT will continue to exert its utmost efforts to assist Korean companies in the any 
complications arising due to import regulations such as safeguard measures, anti-dumping and 
compensation duties.
